Fun things you can do with sovereignty

Here in Buffalo, our experience with the sovereign status of Indian Reservations mostly involves casinos and the tax-free sale of gasoline and cigarettes. But it seems that, in another state, an Indian leader is thinking outside the box a bit with regard to what else can be done within sovereign Reservation borders.

Such as, oh, opening a Planned Parenthood in South Dakota.
